The president believes the treaty is "not sound policy" and the emissions targets are "not scientifically based".The Kyoto Protocol, the global treaty aimed at curbing greenhouse gas emissions, could become binding by 2003. But that could happen without US participation. In November, negotiators for the industrial and developing nations involved with the treaty worked out the final language for the protocol during a meeting in Marrakech, Morocco. The move is likely to result in increased pressure by the international community for President Bush to go along with the treaty.
