General Cynthia Coffman said her state will join a multi-state legal challenge to the Clean Power Plan, a federal rule that will require Colorado to sharply cut carbon dioxide emissions from power plants. More than 20 states will join the fight against the proposed legislation. The plan was unveiled by the Environmental Protection Agency (EPA) on Aug. 3.
