Senate Democrats introduced their version of the Energy Policy Act (S-1766). And while it contains provisions for funding coal and coal-powered research, it does not include any tax provisions. A similar measure passed by the House (HR-4) included funding for coal research and for certain tax incentives. S-1766 provides dollar 485 million in FY2003 for fossil fuel research. This includes coal, oil and gas, and transportation fuels programs. That would increase to dollar 558 million in FY2006.Sen. Jeff Bingaman (D-NM) is chairman of the Senate Energy and Natural Resources Committee. He said 5-1 766 has three goals. One is to ensure the nation has a diversity of fuels and technologies for adequate and affordable energy supplies. The second is to improve the efficiency and productivity of the country's energy use. The third is to protect the environment and the global climate. Bingaman said that coal "is too important a resource to write off." He added that S-1766 calls for dollar 200 million a year from FY2003 to FY2011 for research, development and demonstration programs based on coal gasification, carbon sequestration and other clean coal technologies.
