The House of Representatives in October passed a measure that would expand the definition of a refinery to include facilities that use coal as a feedstock. It also expedites the refinery permitting process. H.R.-3893 was introduced in the wake of hurricanes Katrina and Rita, both of which severely impacted the nation's supply of refined petroleum. The House bill is designed to increase the nation's refining capacity. For the coal mining industry, the measure includes language that encourages the construction of coal-to-liquefaction (CTL) facilities. The measure also allows the president to designate federal land sites for new refineries. And it speeds up the permitting process and funding to cover the cost of delays due to litigation or in obtaining permits. The Senate is considering a similar bill, currently without the CTL amendment.
