So now it's the turn of the Swedes.Some 18 months after we all thought the EU Soil Framework Directive was destined for the great Brussels landfill of doomed legislation, the hot potato has passed to Sweden's EU presidency. Ever since the directive was rejected by the EU's Environment Council in December 2007, the UK extractive industries have watched with renewed horror as successive EU presidencies, like Dr Frankenstein, have tried to jolt it back to life, with a pan-European alliance of green groups throwing the switch. Let's remind ourselves what the Soil Framework Directive is supposed to be about. First published by the European Commission in September 2006, the draft directive was aimed at providing a framework that would enable each member state to decide how best to protect and use soil in its territory sustainably.
