Permission has been granted, subject to the completion of a legal agreement, for the continuation of mineral extraction and processing, recycling of construction wastes and concrete production at Hithermoor quarry in the Surrey metropolitan green belt. The site extended to 73 hectares to the south of junction 14 of the M25 motorway and had a long history of sand and gravel extraction and landfilling.The majority of the site had been worked and satisfactorily restored to agriculture. The remaining reserves lay under the mineral processing area. The application proposed the continuation of mineral extraction together with the relocation of the mineral processing plant and waste recycling facility, retaining a temporary highway layout agreed previously to manage large volumes of traffic from Heathrow.A daily limit of 300 HGVs was proposed.
