In September Surrey CC refused permission for the extraction of sand from about 2.2ha and the progressive restoration of the land to agriculture using controlled wastes at Runfold South Quarry, Runfold, proposed by SITA Products and Services Ltd. The recommendation was to permit subject to conditions, following deferral in July. It was resolved to refuse permission for 4 reasons relating to waste disposal aspects.The application proposed an extension to existing mineral extraction and landfill on a site identified as part of a prospect area in the Surrey Minerals Local Plan, within the AGLV and in close proximity to residential properties, but containing Folkestone Sands, an important resource for the building and construction industry. Key issues were whether or not there was a need for the development, groundwater, pollution control, and environmental and amenity impacts. The applicant amended the application by reducing the amount of sand to be extracted and therefore reducing the landfill capacity to two years. Given the reduced scale of the proposals and the measures for the control of odour nuisance officers considered that the revised scheme was acceptable.
