Suffolk CC in May considered proposals by Brett Aggregates Ltd for extraction of sand and gravel followed by restoration to agriculture at the lower level at Pannington Hall Estate, Wherstead. It was agreed to defer consideration of the application until July to enable the officers to consider alternative means of access. The application was accompanied by an Environmental Statement. Permission was sought for the extraction from site P44 in the adopted Minerals Local Plan. The area applied for is slightly less than the allocation and comprises two parcels of land separated by a class 3 road. The site would be worked dry and throughout the phased operation material would be transported by conveyor to the plant area which is proposed to be positioned in the lowest part of the site. The 53ha application site is estimated to contain 1.58Mt of construction quality aggregate. The site is expected to produce 125,000tpa and would have a life of some 12 years. The land is in agricultural use; more than 75 percent is best and most versatile land (grade 2 and 3a). Restoration would be to agriculture at a lower level without the importation of fill material.
