Phased extraction of sand and gravel and infilling for restoration back to agriculture and conservation, at Sandons Farm, Adlington, Chorley, was refused permission against officer advice by Lancashire CC in May. In June Officers reviewed the reasons for refusal and included reference to the relevant policies of the development plan. The reasons involved detriment to the amenities of the adjacent residential properties by virtue of noise and dust due to the inadequate buffer zone between the site and the residential properties, and inappropriate development which would adversely affect the openness of the Green Belt. Members felt that the applicant had not demonstrated that very special circumstances existed to override the presumption against inappropriate development.
