Since devolution, the Welsh Assembly Government (WAG) has followed an increasingly divergent path from England in its approach to minerals planning, especially on supply of aggregates. Particular emphasis has been placed on the use of secondary and recycled material, while the concept of environmental capacity has been promoted as a context in which to consider supply patterns. A report published in May by Capita Symonds generally supported the role and purpose of the two Welsh regional aggregates working parties (RAWPs). However, it also highlighted a number of areas for improvement: The need for better data on secondary and recycled aggregates, The scope for resolving doubts, especially from industry, about the approach to apportionment. The need for a clear strategy for succession planning and appropriate funding to secure the roles of the chairman and technical secretary.
