The proposed 20 year 7.5Mt mineral working south of Horstead was refused on grounds of lack of need by Norfolk CC in January. It formed the larger of three major proposals in the county (see Mineral Planning 92 p.56). The Tarmac application was accompanied by an Environmental Statement, and was for the extraction and processing of 7.5Mt of sand and gravel. The site, of gross area 106ha, would be worked and restored on a progressive basis in eight phases over a twenty year period starting adjacent to the proposed plant site in 2005; output would be 400,000tpa. A fixed plant would be in the south-eastern part of the site, with a site access to the B1150. The processing plant would be 14m high rising to 12.3m above original levels. A maximum of two phases plus the plant site would be active at any one time. Restoration would be mainly to agriculture, at about 6m below current ground levels, but would also include planting to be managed for nature conservation and game cover. A clean water lagoon, required with the processing plant, would be retained as an agricultural reservoir. The site would be restored to 91ha agricultural fields, with new hedges; 6ha of forestry/game cover; 6ha of wildlife woodland; 1ha of agricultural reservoir; 3ha of meadow, and 2ha of existing woodland.
