Proposals by Tarmac Ltd and RMC Aggregates (Western) Ltd for the amalgamation and consolidation of mineral extraction including lateral extensions to the working area, a low level restoration scheme to forestry and agriculture, and an aggregates recycling facility for construction and demolition waste to produce soils for restoration and secondary aggregate at Hints and Hopwas Quarries, Lichfield, were considered by Staffordshire CC in February. Hints Quarry is operated by Tarmac and Hopwas Quarry by RMC. In 1998 an application was submitted by RMC at Hopwas Quarry for the consolidation of existing consents involving an extension to sand an gravel workings and a recycling facility to produce secondary aggregates. In 1999, prior to the determination of the application at Hopwas Quarry, a similar application to consolidate existing consents and involving three lateral extensions was submitted by Tarmac at Hints Quarry which adjoins Hopwas Quarry along its northern boundary. Each application sought extensions not allocated in the Minerals Local Plan and neither application represented the "exceptional circumstances" criteria required in the Plan policy; both were unlikely to have been permitted. Neither application fully addressed the practicalities in terms of visual impact and final landform of extracting up to and restoring the common boundary between them.
