About a year ago, a group of about a dozen investor-owned electric utilities formed the Coalition for Fair Transmission Policy. In particular, these utilities were concerned with a push by renewable energy developers and merchant transmission companies and their trade associations to revise long-standing principles of cost allocation for the development of electric transmission facilities and with legislation that had been introduced that would have greatly expanded the Federal Energy Regulatory Commission's (FERC's) authority under the Federal Power Act to socialize transmission expansion costs over broad areas.
