Williams Bio-Energy, the nation's second largest fuelethanol producer, had invested heavily to supply the California market-including 100-million new annual gallons of capacity that will come on line this summer-and is now scrambling for new markets in light of the decision by California Gov. Gray Davis (D) to delay the MTBE ban one year, Williams President Ron Miller said at last week's Hart World Fuels Conference in San Antonio, TX.
