Napoleon's need to feed his invading armies and the British Navy's desire to navigate its way across distant oceans may seem about as far removed from the industrial colossus that is the growing oilsands industry of northern Alberta as one can get, but they now have something in com- mon—they all have turned to cash prizes to solve intractable problems that threaten their expansion. In 1795, Napoleon offered up 12,000 francs to the person who could solve his food-preservation problem. With what would spawn the food-canning industry, inventor Nicolas Appert took the prize 15 years later with a solution initially adapted from champagne bottles. And in 1714. the British government offered 20,000 pounds sterling to anyone who could provide a means of charting longitude away from shore, a prize won decades later by carpenter John Harrison with a predecessor to the modern chronometer, which helped pave the way tor the spread of the British Empire. In a modern-day incarnation of the technology prize challenge, the agency charged with dispersing the funds raised by Alberta's charge on excessive CO, emissions—the Climate Change and Emissions Management Corporation (CCEMC)— launched a S35-million grand challenge seeking "innovative carbon uses" in February7.
