Washington wants to help Kashmiri earthquake victims, but policymakers are tired and distracted. AS THE GIANT CHINOOK zoomed in low, U.S. Army pilot Derrick Tevebaugh watched a familiar scene unfold. Desperate Pakistani survivors began gathering in the center of Batir, a village reduced to rubble in the remote Karakoram Mountains. While Tevebaugh's chopper hovered, the crowds rushed closer, their shouts drowned out by the noise of twin rotors. A team of U.S. soldiers quickly tossed out tents, water bottles and food. Tevebaugh lifted off just as the last bundle was thrown. "We can't take any risk by staying longer on the ground," said the pilot, a Californian who had been involved in combat missions against Taliban insurgents in Afghanistan a day before joining the relief operation. His main fear? That the mob could overwhelm his aircraft. Everyone seems overwhelmed by the aftermath of an earthquake so terrible its casualty toll could eventually approach that of the Asian tsunami almost a year ago.While Pakistani officials put the number of deaths from the Oct. 8 quake at nearly 80,000, officials with the U.N. Office of Emergency Relief suggested privately late last week that the total could rise to between 100,000 and 120,000. Two weeks after theearth rumbled, with the harsh Himalayan winter approaching, some half-million people are still not getting any outside help. Many of them are women and children, and most are living in the open. United Nations relief coordinator Jan Egeland last week called for aid missions on the scale of the 1948 Berlin airlift. He urged the rich NATO countries to "think bold, think big, think creatively."
