摘要

Most societies are built around meeting the needs of the masses through a multitude of programs focused on the needs of specific citizen groups. These include large national programs such as Head Start, Social Security, and smaller neighborhood-oriented programs designed to meet a community need or concern. Nursing focuses on assisting the client to achieve optimal health either before or in response to some disease, illness, or threat of a health problem. Nurses work to restore the independent function of the individual as much as possible and/or assist the individual to accommodate to functional change.
