Federally guaranteed loans to rural electric cooperatives would pose an unreasonable risk to taxpayers,according to a report by the Government Accountability Office (formerly the General Accounting Office).The report,issued July 6,studied the Rural Utilities Service,which makes loans to improve electric service to rural areas.
