The Duke-UNC collaboration was to erect three wind turbines in Pamlico Sound to study wind power potential off the North Carolina coast. The $88 million estimated cost for permitting, designing and constructing the first turbine, and $14 million for a second, was too high to justify the effort, Duke said.
