With the rapid development of economy, China modern logistics and express industries have made rapid progress, and the market has been considered of great opportunities. Railway luggage-parcel transportation broke away from the passenger transportation in the railway specialization reformation, and it has become one of the competitors of the logistics and express market. The railway luggage-parcel transportation has many advantages and some shortcomings at the same time. How did it improve logistics services level is of great significant to China railway transportation. This paper mainly discusses the issues related about developing distribution services to improve railway luggage-parcel transportation competence.
