THE SAFETY OF LOCOMOTIVE crews, particularly in the event of a serious accident, has long been a concern of the Federal Railroad Administration, the railroad industry and rail labour organisations. In 2001 the FRA Office of Research and Development initiated a programme to assess the adequacy of current locomotive emergency egress systems, and to explore innovative approaches to facilitate escape. The initial phase of this research found that existing options, primarily doors and windows, are inadequate, particularly if the locomotive topples or overturns. Some side windows are of adequate size to accommodate an injured crewmember on a body board, but in the toppled scenario, rescue and removal through the window becomes extremely difficult and in some cases impossible. Unlike a car or truck windscreen, emergency responders cannot easily remove a locomotive windshield by breaking it because of the required thickness of the glazing, and presently the crew has no means of releasing the pane from the cab interior.
