By 2015, the United States will need 141,000 MW of additional power to meet an expected 19 percent increase in electricity demand, according to estimates by the North American Electric Reliability Council (NERC), the Princeton, N.J.-based organizationdedicated to ensuring reliable operation of the power grid covering the United States, most of Canada, and the Mexican state of Baja California Norte. Unfortunately, expanding state and federal environmental regulations, coupled with increasing numbersof citizen groups advocating a "NOPE" ("Not On Planet Earth") approach to constructing power plants and transmission facilities, can force utilities into a decade-long battle to site, obtain permits for, and build necessary electric infrastructure.
