Jeff Craig never let too much time go by without driving the Skullbone Tower Road and tying new flags to the metal stakes marking the locations for future power poles. The red plastic flags tended to fade in the weather and disappear in the thick vegetation along the narrow dirt road in McCreary County, Kentucky. Keeping those flags visible and fresh was his way of reassuring the people in that remote, mountainous region that he hadn't forgotten them. "For five years I knew that one way or another we were going to get electricity in there," says Craig, 32, a staking engineer with South Kentucky RECC, a 54,000-member distribution co-op that serves parts of 11 counties in Kentucky and two in Tennessee. "Just to let them know we were still trying, I kept the staking up as good as I could."
