Jim Mangum, CEO & general manager of Wake Electric Membership Corporation, a 33,000-member system headquartered in Wake Forest, N.C., ricochets between laughter and frustration in describing interactions with telecommunications providers wanting to piggyback lines and conduits on the co-op's poles and rights-of-way. Almost always, his focus turns to cable TV titan Time Warner. "We'd been billing Time Warner for 1,400 authorized pole attachments," he explains. "But the company hadn't been paying its bills, leading to years of unpaid invoices. When we pressed Time Warner officials for payment, they complained that our pole count was incorrect and we were overcharging them."
