The Center for Sustainable Economy (CSE) in December sued the Bureau of Ocean Energy Management (BOEM) to halt the agency's five-year Outer Continental Shelf oil and gas leasing program. The lawsuit argues that incomplete and flawed economic analysis led BOEM to rush ahead with offshore leases that may not be economically justified in violation of the National Environmental Policy, Outer Continental Shelf Lands and Administrative Procedure acts.
