We address the relationship between the electrical properties of water content to determine soil humidity. This study, from innovation adoption perspective, is based on the analysis of basic theories of capacitance sensor. For this principle, a high-frequency fringing electric field (FEF) - capacitance based soil humidity sensor was introduced. Typically, the sensor was calibrated to measure the volumetric water content (VWC). Experiments were conducted on standard samples from 1% to 28.2% VWC to show varying output frequency of soil moisture. Thus sensor response equation, with an R-square of 0.9697 and a 95% confidence bound, was obtained. Comparing the relative changes of the same sample with the data illustrated by a benchmark sensor, the experimental results showed unanimous in stability and accuracy for commercial use. With the calibration and standardization of the system, a device for defining the soil water status will be available, which served the process of dampness-testing laboratory. Its main advantage is to monitor soil's moisture in a fast and accurate way.
