摘要

Standards, defined as "a required level of quality or attainment", are used in international trade for ensuring entry of quality goods into the domestic territory of a country. However, standards are increasingly being used as a protectionist measureto restrict imports. As such, standards related trade barriers are of deep concern for exporting countries like India. While on the one hand, international trade has become more open with reduction in tariffs and removal of quotas, on the other hand, non-tariff barriers (NTBs) in the form of standards, testing, labelling, certification and registration requirements is on a steady rise. Almost all countries use some type of NTBs to protect their domestic industries from rising imports, Since India's primary export markets are the US and the EU, NTBs in these countries have a huge impact on India's exports. Importing country's insistence that the product should meet particular standards and be tested for conforming to those standards can increase the costs of exporters and hence restrict the trade volumes to a great extent.
