Young fellows in red berets and windbreakers patrolling subway cars or downtown streets — on the lookout for "action." Members of the Guardian Angels (GA), a volunteer organization born amidst New York City's high crime rates, they are dedicated to preventing crimes before they happen. Guardian Angels are now also active in Tokyo, the capital city of Japan. Keiji Oda, 26, is the person responsible for the formation of the GA's Tokyo chapter in July 1995. At that time, he was the leader of a New York chapter. After going to the United States in 1988 to study at a high school in Alabama and advancing to Boston University in the following year, he joined in GA activities while taking temporary absence from school when he was a junior.
