There is a need to radically change the way that park-and-ride schemes are implemented and managed. This is the view held by Chris Cheek, director of passenger transport consultant TAS Partnership, who argues that the single most effective way to "take park-and-ride to a new plane" would be to turn all Passenger Transport Executives into Highways Agencies, "divorced from local, district, and county level government involvement". Cheek told delegates at a Parking Review-sponsored conference last month that the lack of a systematic planning approach had hindered the launch of more light rail P&R schemes.
