As soon as the forest conservation movement was born and gained strength in the 1880's, landowners were faced with the greatest scourge of the forests-forest fires. In the slash and debris left behind during the lumber boom of that period, fires started by lightning, locomotive sparks, sparks from saw mill chimneys, and incendiaries were common. What to do about them? Not only did they destroy new growth, they destroyed the forest floor, leaving mountainsides vulnerable to flood and further soil erosion.
