THE ON-again, off-again gas deal between Ukraine and Russia was finally rescued, if only until next year, on 13 March. "The settlement was an encouragingly constructive and transparent compromise after a couple of weeks of some characteristically robust gas diplomacy," says Evgenia Dyshlyuk, an analyst at Renaissance Capital in Kiev. That is putting it mildly. Russia's Gazprom had been threatening during February to cut off gas supplies to Ukraine again over more unpaid gas bills - a repeat of the stand-off in 2006 that resulted in supplies to Ukraine being halted.
