THE Petroleum Industry Bill (PIB) - more than 10 years in the making and before Nigeria's National Assembly for the past three years - was intended to revitalise oil, gas and downstream operations (PE 6/10 p27). Instead, it has stirred up more acrimony than any other piece of legislation affecting the country's most important industry - and the uncertainty it has created has stalled activity on the next wave of deep-water mega-projects.
