The express aim of the Energy Union strategy is to address the need to ensure more secure, sustainable, affordable and competitive energy for EU citizens. More explicitly, but never mentioned directly, is the need to develop a union which can deal more effectively with Russia-given it's aggressive behaviour in Ukraine and the Crimea, and its ability to turn off the taps (as in 2009) causing EU gas shortages. Notably, the EU is the world's largest energy importer, reliant on external suppliers for 53% of its requirements. Russian firm Gazprom supplies 53% of EU gas needs and is a master of'divide and conquer' strategy. Four EU member states-Estonia, Latvia, Finland and Lithuania-depend solely on Russian gas, while others like the Czech Republic, Bulgaria and Slovakia are heavily reliant. Moreover, gas prices can vary widely with countries such as Poland paying higher prices for gas than Germany, which negotiated more successfully with Gazprom.
