Executive Order 13536 - entitled 'Blocking property of certain persons contributing to the conflict in Somalia' and issued by the White House on 12 April 2010 - is the latest attempt to tackle the burgeoning problem of piracy and kidnap for ransom that is bedevilling shipping movements through the Gulf of Aden and up to 400 miles offshore of the Horn of Africa.
