The White House Office of Management and Budget issued a memo to all federal agencies last month instructing them to issue proposed rules by June 1 and final rules by Nov. 1. But the memo has some caveats, and industry groups do not appear particularly concerned that it will derail any significant pesticide or chemical regulations planned for the near future.
