EPA last week released its Ecological Benefits Assessment Strategic Plan(EBASP)as a guide to improve the agency's estimations of the monetary benefits of environmental improvements that resulted from its regulatory actions."In practice,however,ecological benefits,which are the contributions to social welfare derived from ecosystems,are notoriously difficult to evaluate,"the EBASP asserts.Several factors contribute to the difficulty,including a narrow understanding of links between ecological and economic systems.
