Lawyers for the European Commission and the Council of Ministers locked horns last week over the legal soundness of proposals to allow member states to opt out from cultivating biotech crops. Brussels sources said the commission's lawyers took issue with every aspect of the opinion produced by their council counterparts. The council's legal service identified major flaws in the commission's proposals despite having previously indicated that it would give the plans the green light (see P&CP Nov. 12, Page 14).
