The House of Representatives has voted to block the Office of Management and Budget from implementing a controversial executive order that expands the White House's control over the regulatory process.The House added the provision as an amendment to the Fiscal Year 2008 financial services spending bill,which includes funding for the executive office of the president,the Treasury Department,the Small Business Administration as well as the District of Columbia.
