The European Commission is now backing down on what it originally intended the new chemicals regulation REACH to do, Axel Singhofen, adviser on health and environmental policy to the Green Party, said last week. Singhofen is critical that so far only 16 substances are on the candidate list and subject to authorization. He cited the commission's initial aims for the legislation, announced by Environment Commissioner Stavros Dimas when REACH was adopted in December 2006.
