A large majority in the European Parliament passed the landmark REACH chemical registration policy in the first formal vote on the issue Nov.17.But some sources suggested last week that environmentalists' successful addition of provisions requiring safer substitutes for the most dangerous chemicals might jeopardize final agreement on the measure.The vote was 407 to 155,with 41 abstentions.The European Union Council of Ministers is to weigh in on the approved version as early as next month.
