USDA's Animal and Plant Health Inspection Service met the minimum standard within its regulatory powers to declare the light brown apple moth an "actionable quarantine significant pest," but APHIS did not explain its justification in a scientifically rigorous way or with clarity, according to a report released last week by a committee assembled by the National Research Council's Board on Agriculture and Natural Resources.
