FAS reported that traceability and labeling regulations,which took effect in 2004,"are frequently difficult to understand and comply with and have had an adverse impact on trade.The commission has been slow to provide guidance documents to help exporters interpret these new regulations."In particular,exporters have had difficulty determining if their product(s) are subject to the new labeling requirements.
