New Delhi-India's Andhra Pradesh State has been approved by a government committee for the country's first Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR), Indian industry sources said. A consortium of Mittal Energy Investments, Total SA and Hindustan Petroleum Corp. (HPCL) will serve as the anchor for the PCPIR, investing Rs 32,000 crore to build a 15-million-t/y refinery and petrochemical complex at Vishakhapatnam in the region. Earlier reports said the project would include production of about 1-million t/y of olefins and aromatics (PCN, 29 Oct 07, p 3).
