New Delhi-HPCL-Mittal Energy Ltd. (HMEL) plans to schedule an initial public offering after the startup of its 9-million-t/y refinery at Bhatinda, Punjab, India, in 2011 or 2012 (PCN, 14 Sept 09, p 3). HMEL, an equally-owned joint venture of Hindustan Petroleum Corp. and Mittal Energy Investments, initially plans to offer a 20% interest, with a possible second offer that could ultimately leave the two partners with a 26% holding each.
