Beijing— Kuwait Petroleum is evaluating offers from firms interested in partnering with the company in the Zhanjiang refinery and petrochemical joint venture with Sinopec (PCN, 14 Mar 2011, p 1). China's National Development & Reform Commission earlier this month approved the proposed $9-billion project, which will be based on Kuwaiti crude and includes a 12-million-t/y refinery and 1-million-t/y ethylene plant.
