Tokyo-Mitsubishi Chemical Holdings Corp. (MCHC) on 3 Feb. said it has not yet completed "the procedures for the tender offer" for all outstanding shares of Mitsubishi Rayon Co., and the offering did not take effect at the beginning of February as planned (PCN, 23 Nov 09, p 2).
