THE strategy of dividing the universe - the largest system about which scientific questions can be meaningfully addressed - into smaller parts, and investigating each part with no regard to the others, is deeply connected with the essence of physical method. However, when considering some physical "concepts, such as inertia and centrifugal forces, the global aspects cannot be ignored. Roughly speaking,- Mach's Principle is all about the relationship between "local" and "global".
