THERE continues to be much soul-searching and debate in the scientific community about the infrastructure required for basic research, and its relevance to the innovation process and economic prosperity. Much of this angst among physicists comes from the pain associated with shrinking resources, and the loss of power and prestige since the glory days of the Cold War.
