The market for high-performance steels has experienced sig-nificant growth, driven by the needs of infrastructure projectsin many regions, especially China, India, Russia, EasternEurope and South America. Much of this demand is met bymelting down scrap steel and using secondary steel-makingprocesses, such as vacuum degassing (VD) and vacuum oxy-gen decarburization (VOD), to control impurity levels.
