The Air Force Reserve Command (AFRC) is proposing to construct a new commissary at Dobbins ARB. At this time the installation does not have a commissary. The Proposed Action is to construct a permanent commissary to provide service to patrons in the Atlanta metropolitan area that would be approximately 70,972 square feet (ft2) in size. The commissary would include general sales and a Grab-N-Go area. ln addition, the commissary would have electronic checkout registers, a receiving area, loading dock, meat and produce production areas, cold and freezer storage, and other supporting areas would be included. Four alternative site locations are evaluated in the EA. The purpose of the Proposed Action is to construct a permanent commissary for authorized patrons. Four alternative site locations were evaluated for the Proposed Action in the EA. The need for the Proposed Action is to provide a commissary in the Atlanta metropolitan area. A number of commissaries have closed in the Atlanta metropolitan area. As a result, there is not a Department of Defense commissary in the Atlanta metropolitan area. Patrons have to drive several hours to the nearest alternative commissary at F01t Benning, Robins Air Force Base, or Fort Gordon in Georgia, which are at least 2 hours away. Populations in the Atlanta metropolitan area that use these commissaries include retirees, active-duty and Reserve personnel, and their dependents. Before the commissaries in the Atlanta metropolitan area closed, the annual sales totaled $33.3 million. It is estimated that there are 60,000 to 70,000 retirees in the area. The construction of a new commissary in the Atlanta metropolitan area would provide service to these patrons and retain the annual expenditures in this region.
